Capability Conversation – Effective Planning
Effective Planning
Plan Effectively Under Uncertainty
What this capability means: Create sufficient shared understanding, sequencing, forecasts, pragmatic promises, and near-term choices to coordinate action while preserving options and adapting as evidence changes.
Working well when...
- Plans connectobjectives, value increments, capacity, dependencies, and uncertainty.
- Forecasts, commitments, and pragmatic promises are distinguished.
- Near-term detail is greater where information is more reliable.
- Plans are revised from evidence without disguising repeated overcommitment.
First-pass conversation
- What objective and value increment are we planning toward?
- What is known, assumed, suspected, and unknown?
- What capacity and dependencies govern the near-term plan?
- Which statements are options, forecasts, commitments, or promises?
- What evidence and review point will change the plan?
Warning signs to discuss
- Planscontain substantially more work than can finish.
- Forecasts become fixed promises and uncertainty is hidden.
- Repeated planning and reanalysis replace learning from completion.
- Dependencies and shared capacity are discovered after commitment.
