Capability Conversation – Stakeholders & Values
Stakeholders & Value
Attend er Values, Success Criteria, and Constraints
What this capability means: Identify the people and systems who receive, enable, fund, protect, govern, operate, maintain, or may be affected by value, and keep their objectives, success criteria, constraints, and possible harms visible.
Working well when...
- Critical stakeholders and affected people areidentified before consequential commitments.
- Objectives, success criteria, constraints, and unacceptable outcomes are explicit.
- Conflicting stakeholder values and power differences can be discussed.
- Evidence from actual use and downstream effects changes decisions.
First-pass conversation
- Who receives, enables, funds, protects, operates, maintains, or may be affected?
- What progress is each critical stakeholder trying to make?
- What would they recognize as success, and what must not happen?
- Where do stakeholder values conflict?
- What evidence do we have from actual use or subsequent outcomes?
Warning signs to discuss
- The requester or direct user is treated as the whole stakeholder system.
- Success is defined as output, scope completion, or internal approval.
- Operators, maintainers, regulators, or affected groups are discovered late.
- Benefits are claimed without evidence of use, outcome, burden, or harm.
